Players, Coaches, and Referees
All players, coaches, and referees must be current members of USA Rugby to participate in the tournament
Rosters
Each team and its players must sign and submit their tournament roster to the tournament director before their first match.
Rosters are limited to 15 players except for women's qualifiers which is 13 players
Players may move within their registered club's first and second sides, players may not move from club to club within the tournament.
Women's Qualifier Divisions Tournament Rules
Five subs only per match
The top two teams from round-robin play advance to the championship match and the remaining two will play in the consolation match.
In the event of teams finishing with equal records, tie-breaking will be in this order 1) Head to Head, 2) Points Diff, 3) Tries Scored, 4) Point Against, 5) Coin Toss by the Tournament Director
Women's Social
Unlimited/Rolling Subs must be completed during a stoppage and with the ref's permission.
3 teams, double round robin, the best record across all matches will be the winner
In the event of teams finishing with equal records, tie-breaking will be in this order 1) Head to Head, 2) Points Diff, 3) Tries Scored, 4) Point Against, 5) Coin Toss by the Tournament Director
Men's Social
Unlimited/Rolling Subs must be completed during a stoppage and with the ref's permission.
The division is split into four Pools A, B, C & D,
Pools A & B each have 3 teams and will play only 2 matches within their pool. The top 2 teams from pools A & B will crossover in the Cup quarter-finals, and the winner of those two matches will advance to the Cup semi-finals against Pools C & D. The losing teams will advance to the plate semi-finals.
The 3rd placed team in Pool A & B will play in the Bowl semi-final
Pools C & D each have 4 teams and will play 3 matches. The top team from Pool C & D will play in the Cup Semi-Finals, 2nd placed teams in the Plate Semi-finals, and 3rd placed teams in the Bowl Semi-finals

Championship/Playoff Matches
Regular 7 minute halves will be played
In the event, scores are level at the conclusion of play. A 2-minute break will be followed by 5 minutes of golden point play (the first team to score will be the winner) if at the conclusion of the 5 minutes no scores have happened repeat until a score happens.
